GAB Agent Context & Operating Intelligence

G1 confirmed that GAB's material need is reliable activation of authoritative enterprise context across agent surfaces and module transitions. G2 has defined a bounded phased response: establish baseline evidence, deliver direct integrity repairs, then proceed through authority/manifest, governed retrieval, multi-label transition and cross-agent parity tranches only when evidence supports continuation. Existing modules remain source owners. Plugin packaging, model training and GIS specialization are deferred separate decisions. Recommendation: G2 GO is recommended for promotion into Projects and controlled G3 planning using Option 2, the phased Context Integrity and Operating Intelligence Foundation. Option 1 targeted repair is the first mandatory tranche and an explicit stop point. G2 does not authorize implementation before G3, plugin packaging, model training/fine-tuning, GIS specialization, public productization or source-of-truth replacement. Expected benefits: Reduced CEO recontexting and correction burden; faster useful action across module transitions; fewer stale-source and wrong-module actions; consistent governed retrieval of approved knowledge; proportionate tool/context exposure; stronger cross-agent parity; measurable evidence for future architecture and productization decisions; reduced onboarding and institutional-memory risk. Promoted from Portfolio & Business Analysis initiative 28fb7f45-9141-4655-9854-5cf06e29499c.

G0 — go

Portfolio & BA • Daniel Nsowah • 12 Jul 2026

Proceed to G1 Forensic Needs Assessment under Full governance. Confirm and quantify the context-switching need across in-app agents, Codex, Claude, Kimi, Gemini/Antigravity, and representative cross-module workflows. Establish baseline measures for recontexting turns, first-turn routing accuracy, wrong-module tool calls, stale-context incidents, governance-bypass attempts, Daniel corrections, and time to useful action. Distinguish verified defects, root causes, implications, and options. Do not authorize implementation, plugin packaging, model training/fine-tuning, GIS specialist construction, module rewrites, restructuring, public release, or productization at G1.

G1 — go

Portfolio & BA • Daniel Nsowah • 13 Jul 2026

Proceed to G2 charter-basis and bounded options analysis under Full governance. Define the minimum justified intervention, supported agent surfaces, source-authority rules, baseline and evaluation approach, scope, deliverables, dependencies, risks, transition controls and exclusions. Compare targeted repairs with a phased shared capability. Preserve module ownership, HITL approval, Data Trust, evidence traceability and Lane A/Lane B governance. Do not authorize OS implementation, Project promotion, plugin packaging, model training or fine-tuning, GIS specialist construction, public productization, broad module rewrites or public release at G1.

G2 — go

Portfolio & BA • Daniel Nsowah • 13 Jul 2026

Authorize promotion into Projects and controlled G3 planning for the phased Context Integrity and Operating Intelligence Foundation. G3 must establish the integrated delivery baseline, WBS/tasks, milestone sequence, quality, risk, stakeholder, communications, resource, cost, procurement, closure, benefits and evaluation controls. Option 1 targeted repairs remains the first mandatory tranche and explicit stop point. No Lane B implementation may begin before Daniel records G3 GO. Plugin packaging, model training/fine-tuning, GIS specialization, public productization, source-of-truth replacement and broad module rewrites remain outside scope.

G3 — go

Project • Daniel Nsowah • 13 Jul 2026

Authorize WP1 baseline and evaluation corpus first. Hold evidence checkpoint after WP2 and architecture checkpoint after WP4. Later tranches proceed only when recorded evidence and acceptance criteria are sufficient. Plugin packaging, model training/fine-tuning, GIS specialization, public productization, source-of-truth replacement and broad module rewrites remain outside scope.

G5 — go

Project • Daniel Nsowah • 14 Jul 2026

Accept the operating-context capability for controlled use with documented vendor/runtime exceptions and without claiming unmeasured human or model productivity benefits. Authorize WP8 transition, maintenance and learning. Plugin packaging, model training or specialization, and GIS-specialist capability remain separate future opportunities requiring Portfolio review.

G6 — go

Project • Daniel Nsowah • 14 Jul 2026

Close project delivery and preserve the accepted operating handover. Continue benefits reviews and operational feedback after closure. Do not claim unmeasured human or model benefits, and do not treat plugin packaging, model specialization or GIS specialization as approved initiatives.

Confirmed Need G1 confirmed nine current findings and one enterprise root cause: GAB's institutional knowledge is mature but each agent surface assembles context independently, without a shared agent-neutral authority, transition and evaluation contract. ACOI context layer — re-landed on the system module with a named owner and executable checks

system • accepted • Daniel Nsowah

CORRECTS TRANSITION 1be4ceb0, IT DOES NOT REPLACE THE WORK. That transition assigned the context layer to "GAB OS Engineering". Verified 2026-09-21: no such person, team or standing agent exists. The agent roster is Orchestrator, daily-digest, farm-check, market-intel, gis-analysis, comms-scheduler, finance-weekly and sync-farm-blocks. "GAB OS Engineering Agent" was the assignee label on ACOI's own work packages — meaning whichever agent was working that week. As an owner it is a role description, not an address: nothing is triggered by it and no session starts by asking what it owes. WHAT THAT COST, MEASURED NOT ASSERTED. WP8 assigned a MONTHLY check over source freshness, manifest parity, activation pointers, vendor exceptions, protected-route denial, open operational feedback and contract drift. It was due 2026-08-13. Two cycles passed — mid-August and mid-September — with none recorded. Both defects found on 2026-09-20/21 sit inside that scope: 1. CONTRACT DRIFT. Five module contracts were on disk and unreachable through retrieve_governed_knowledge (brand, eiras, website, product-operations, research), and the eiras alias returned sitesense.md under ok:true with status current_deployment — an agent asking for one governing document silently received another. Fixed in commit e2c32893. 2. ACTIVATION POINTERS. Automatic telemetry enrolment recognised Codex alone, so the CROSS-AGENT measurement collected from one surface. WP8's own table warns "Configured is not the same as runtime-proven" against exactly this row. It was configured; it was not runtime-proven for three of four surfaces. Fixed in commit 3d0d9d0b. Neither was found by the cadence. Both were found because the CEO asked a question. WHY IT LANDED NOWHERE. ACOI closed 2026-07-14 and the duty was recorded as operational_feedback 6d111446 pointing back at a closed project, assigned to a label, with no module and no mechanism. It is the mirror image of the never-ending project this OS has ruled against: a duty that ended with its project and never arrived anywhere alive. WHAT CHANGES NOW. The system module owns it, the CEO is the named accountable owner, and the monthly cadence is split into what a machine proves and what only he can judge — because a cadence made entirely of judgment is the one that does not run.

WP8 accepted operational handover - Agent Context and Operating Intelligence

System / Agent Operations / GAB OS • accepted • Daniel Nsowah accountable; GAB OS Engineering responsible; module owners, Data Trust and Reports retain their existing source responsibilities.

The accepted capability is the embedded GAB OS operating-context layer: canonical protocol, authority/source manifest, governed retrieval, multi-label routing, transition handoffs, progressive tool scoping, telemetry storage, cross-agent adapters, validators and evaluation corpus. Existing modules remain source owners. Human/model productivity benefits are not claimed at closure. Plugin packaging, model specialization and GIS specialization are separate Portfolio opportunities.

Operational handover from Portfolio transition plan

# G2 Transition And Adoption Basis ## Transition Objective Move any accepted capability into normal GAB OS operation without weakening source ownership, approvals, security, contract currency or cross-agent consistency. ## Pre-Transition Conditions - G2 GO and promotion completed; - G3 integrated baseline approved; - each delivered tranche passes its quality and security checks; - accepted behavior is verified in the in-app surface and relevant coding-agent surfaces; - contracts, MCP Tool Map, required skills and Drive/report records reflect the delivered behavior; - residual limitations and vendor exceptions are documented. ## Adoption Activities 1. Publish the canonical activation and authority manifest in the repository. 2. Connect supported agents through documented, testable activation paths. 3. Provide a recovery procedure for missing context, stale pointers and unavailable retrieval. 4. Establish automated parity/freshness checks where feasible. 5. Assign owners for module contract changes, manifest updates, evaluation maintenance and incidents. 6. Train through concise operating procedures and test scenarios rather than informal memory. 7. Retain full/manual discovery as a controlled fallback during pilot and early operation. ## Operational Ownership - Agent Operating Protocol and contracts: repository-governed ownership. - Live records and evidence: existing owning modules. - Runtime context and routing behavior: the module/component assigned at G3. - Parity/freshness monitoring: System/Projects controls until operational handover is accepted. - Benefits: Portfolio & BA benefits plan, seeded into Projects and reviewed after transition. - Final decision authority: Daniel Nsowah. ## Change And Incident Route - source-data error: correct in owning module; - contract or map drift: governed repository update; - retrieval/routing/telemetry defect: Project issue or operational feedback, then Lane B if machinery repair is required; - material new scope: Project change control and, where strategic, return to Portfolio & BA; - plugin, model or GIS opportunity: separate initiative unless explicitly authorized by a later gate. ## Handover Evidence - accepted architecture and operating map; - supported-agent matrix; - source/authority manifest; - test and evaluation results; - security and access review; - contracts/tool-map parity evidence; - operational runbook and fallback; - benefits baseline and next review date; - known limitations, lessons and open opportunities.

Requirements Traceability

BR-001: GAB must reduce the operating effort required for an agent to become correctly oriented when Daniel changes module, workflow or task dimension.

linked • planning • scope • task linked • quality linked

A pre-change baseline and post-change evaluation can measure recontexting turns, first-turn routing and time to useful action across representative transitions.

BR-002: Every agent context must apply a consistent authority hierarchy in which live canonical sources and current contracts outrank Atlas indexes, memory, snapshots and handovers.

linked • planning • scope • task linked • quality linked

The authority order is explicit, testable and consistent across supported agent surfaces; conflicts are surfaced rather than silently resolved toward stale context.

BR-003: Module transitions must preserve the user’s current intent and support multi-dimensional classification rather than forcing work into one page or module category.

linked • planning • scope • task linked • quality linked

Representative transitions such as Comms to Production, SiteSense to Data Trust/Consultancy/Projects, and Portfolio to Projects retain the relevant evidence and governance path without repeated manual orientation.

BR-004: Supported agents must be able to retrieve current module contracts, approved Atlas evidence and approved report bodies through governed, traceable paths.

linked • planning • scope • task linked • quality linked

An independent reviewer can ask a supported agent for a named contract, Atlas item or approved report and receive the current authorized content with source identity, status and freshness.

BR-005: Agent context and tool availability must be appropriately scoped to the active task while preserving required cross-module handoffs and escalation paths.

linked • planning • scope • task linked • quality linked

Evaluation demonstrates lower irrelevant context/tool exposure without reducing successful completion of multi-module workflows or governed escalations.

BR-006: The operating protocol and required GAB skills must be consistently discoverable, current and verifiable across every supported agent surface.

linked • planning • scope • task linked • quality linked

A parity check identifies supported agents, canonical skill sources, valid pointers and intentional exceptions; no supported agent silently uses a stale or missing required protocol.

BR-007: GAB must be able to measure context and routing performance before and after any authorized change.

linked • planning • scope • task linked • quality linked

A governed baseline and repeatable evaluation cover first-turn routing accuracy, recontexting turns, wrong-module tool calls, stale-context incidents, governance bypass attempts, Daniel corrections and time to useful action.

BR-008: Any future response must preserve HITL approvals, source provenance, Data Trust boundaries, module ownership and Lane A/Lane B governance.

linked • planning • scope • task linked • quality linked

No authorized design bypasses approvals or writes around module tools; every material context source and action remains attributable and independently challengeable.

BR-009: Authorized delivery must use phased tranches with explicit entry, acceptance and stop/go criteria, beginning with a baseline and direct integrity repairs before broader shared capability is expanded.

linked • planning • scope • task linked • quality linked

The approved Project plan identifies independently reviewable tranches for baseline, direct repairs, authority/retrieval, routing/parity pilot and transition, and no later tranche proceeds when its evidence or acceptance criteria are insufficient.

BR-010: The initiative must maintain an explicit supported-agent matrix naming each agent surface, its activation method, available governed tools, retrieval capability, known limitations and intentional exceptions.

linked • planning • scope • task linked • quality linked

The matrix is current, independently testable and does not describe an agent as supported where its required activation or retrieval path is missing.

BR-011: Every context source used by the capability must be classified by authority, ownership, stability, freshness, confidentiality and permitted agent access.

linked • planning • scope • task linked • quality linked

A governed source registry or manifest identifies the owning module and retrieval rule for each context class; stale, unauthorized or lower-authority content cannot silently override an owning source.

BR-012: Every behavior-changing implementation tranche must update affected module contracts, MCP tool parity and automated tests in the same governed change, then verify the result on the original operating surface.

linked • planning • scope • task linked • quality linked

No behavior-changing tranche is accepted when its contract or MCP map is stale, required tests fail, deployment is unverified, or the user-facing workflow has not been rechecked.
