CONDITIONAL GO. Phase 1 (R6 Heat & Dry-Spell Protocol, R7 BR-005 escalation wiring) is authorized to execute immediately — both are internal labour at zero cash cost. BLOCKING CONDITION ON PHASE 2: the two open cost lines — Twi translation and independent back-translation (9360fb91), and community engagement delivery covering printing, durbar contribution and radio airtime (602a9799) — must be priced and CEO-approved BEFORE Phase 2 opens on 2026-09-07. No community or institutional engagement spend may be committed until those lines carry approved figures. Both were deliberately left null at G3 rather than estimated from assumption, so this baseline carries no fabricated total. CARRIED SCOPE BOUNDARIES: (1) R3 Cashew pilot delivers a design and costed proposal only — planting is excluded from PSFU and returns through Portfolio & BA as its own budgeted initiative. (2) R9 EIRAS/SiteSense wiring is descoped by change request if the GEE terrain dependency is unresolved at the Phase 3 milestone (2026-09-21), rather than allowed to miss the 2026-10-05 end date silently. (3) Desktop-only provenance is maintained throughout with no new fieldwork or soil lab sampling, disclosed in every outward asset.
