EIRAS · Use Case 14
Assumptions & Evidence Validation Register
Every factual claim that feeds a client-facing EIRAS output — a law, a reporting obligation, a figure, a threshold, a methodology — is logged here with its source and verification status. The rule: nothing reaches a client as “fact” unless it is verified here and current. Built after the CLICOM fact-check found a ~45% citation error rate in agent-drafted content.
Client-readiness by domain
A domain is clear to put in front of a paying client only when every registered assumption in it is verified and current.

Filters: domain Green Carbon; status all.
Forest carbon MRV and credit issuance require Forestry Commission approval of a forest management plan and adherence to FC technical standards.
Source: Forestry Commission Act 1999 (Act 571) and FC Operational Guidelines (2026-05-30) · verified 2026-05-30 · re-check by 2026-11-30
If wrong: Determines institutional pathway for any forest carbon project: FC is the primary gatekeeper for forestland carbon.
EPA permitting (Act 1124) runs in parallel; both are required.
Green Carbon assessment must be reviewed and approved before client delivery; draft assessments carry a PRELIMINARY watermark.
Source: EIRAS Green Carbon review protocol v1 (2026-05-30) · verified 2026-05-30 · re-check by 2026-11-30
If wrong: HITL gate condition. Automated risk scoring drafts findings; human reviewer confirms before client-ready status.
Status must be "approved" and UC14 gate clear for unwatermarked delivery.
Wetland carbon projects (blue carbon) in Ghana must align with Ramsar-designated site buffers and Water Resources Commission abstraction rules.
Source: Ramsar Convention national reporting; Water Resources Commission Act 1996 (Act 522) (2026-05-30) · verified 2026-05-30 · re-check by 2026-11-30
If wrong: Determines additional regulatory layers for wetland/mangrove/peat carbon projects.
Verify Ramsar buffer rules and WRC permitting requirements on a project-specific basis.
Community benefit-sharing and free, prior, and informed consent (FPIC) are required for carbon projects affecting community lands or resources.
Source: UNFCCC REDD+ safeguards (Warsaw Framework); Ghana FC Community Resource Management Area (CREMA) policy; FPIC best practice (2026-05-30) · verified 2026-05-30 · re-check by 2026-11-30
If wrong: Social safeguard. Carbon projects without documented community engagement carry legal, reputational, and certification risk.
ConsentTrack preparation records are readiness evidence, not proof of FPIC completion.
Green Carbon multi-domain risk scores are advisory screening outputs only; they do not constitute a carbon-project feasibility study or investment recommendation.
Source: EIRAS Green Carbon risk-control policy v1 (2026-05-30) · verified 2026-05-30 · re-check by 2026-11-30
If wrong: Risk control. No risk band or domain score is a substitute for specialist carbon-project design, field work, and legal review.
Explicit disclaimer required on every client-facing output.
WDPA and Forestry Commission protected-area layers are screening signals, not statutory boundary determinations for carbon-project eligibility.
Source: EIRAS Green Carbon risk-control policy v1 (2026-05-30) · verified 2026-05-30 · re-check by 2026-11-30
If wrong: Prevents automatic carbon-project disqualification based on desktop protected-area proximity alone.
Formal reserve boundary and carbon-project eligibility must be verified with FC gazettement and EPA permitting.
Ghana Carbon Registry and Carbon Markets Office established under Environmental Protection Act 2025 (Act 1124) Part V.
Source: Environmental Protection Act 2025 (Act 1124), Part V — Climate Change (2026-01-06) · verified 2026-05-30 · re-check by 2027-05-30
If wrong: Legal anchor for all Ghana carbon-market and carbon-registry claims. Repeals and replaces prior Act 490 framework.
Verify implementing regulations (L.I. 2504 and any carbon-specific subsidiary legislation) before advising on project registration.
Hansen Global Forest Change tree-cover loss signals are disturbance indicators, not proof of carbon stock change, additionality failure, or eligibility loss.
Source: Hansen Global Forest Change v1.12 — methodology note; IPCC 2019 Refinement (2026-01-01) · verified 2026-05-30 · re-check by 2026-11-30
If wrong: Core carbon-risk interpretation. Loss signals trigger screening attention; they do not determine carbon-accounting outcomes.
Field inventory, stratification, and IPCC-compliant MRV are required for actual carbon-stock and flux quantification.
